The CBN is hosted by the National Children's Bureau and operates under its charitable status.

The CBN's work is advised by a nationally representative Consultant Panel, which meets three times a year and is chaired by Barbara Monroe, Chief Executive of St Christopher's Hospice, London. The organisations currently represented on the Consultant Panel are:
